Play it defensive, start backwards, anti-spinner plow pointing towards him. Spin up disc, wait until he's halfway there, and then charge at him. I can outrun him. Matador him if he charges at me, and then go for his spinning disc, and never under any circumstances--let The Police Terror's spinner get up to speed. Charge at him with his plow, tank the hits from his spinner, and then swing around ASAP and hit him with my disc.
Avoid the walls at all costs, keep on tanking his spinner, turn around ASAP if he charges at me, and try not to get flipped.
Be aggressive when i need too, and watch for monkey business.
